Cardano Activates CIP-0113 Programmable Tokens on Mainnet

Cardano-inspired mainnet illustration with programmable tokens and on-chain compliance.

Cardano Activates CIP-0113 Programmable Tokens on Mainnet

Cardano has activated CIP-0113 programmable tokens on mainnet, introducing a framework that lets issuers attach enforceable rules to native assets without converting them into externally wrapped tokens. The standard allows regulated assets to retain Cardano’s native-token structure while adding validation logic for transfers, minting and burning. The Cardano Foundation announced the mainnet launch on October 7 following development with community contributors and multiple security reviews.

According to the Cardano Foundation’s official announcement, the framework is aimed at assets such as stablecoins, tokenized funds and regulated securities that may require KYC, sanctions or transfer controls. CIP-0113 provides the infrastructure for those policies, but issuers decide which rules a particular token must obey. The implementation uses existing Cardano Layer 1 functionality, meaning no hard fork or ledger-rule change was required.

Compliance Logic Becomes Part of Token Transfers

Technically, programmable assets are held through a shared smart-contract structure, with ownership represented through stake credentials and token-specific validation modules invoked when assets move. Those modules can enforce features including denylists, allowlists, time locks, global pauses, forced transfers or asset seizure. Freeze-and-seize functionality is therefore an optional issuer control rather than an inherent property of every CIP-0113 token.

That architecture gives regulated issuers a way to enforce transfer conditions on-chain instead of relying entirely on an external application layer. It also creates integration requirements: wallets, explorers and decentralized exchanges need to understand the programmable-token structure to display balances and process interactions correctly. Mainnet availability does not mean every Cardano application automatically supports CIP-0113 assets. Eternl, GeroWallet, CardanoScan and BloxBean were among the ecosystem tools named as supporting the launch.

The development expands Cardano’s existing asset infrastructure as stablecoin liquidity has grown around products including USDCx. Recent data showed Cardano’s stablecoin supply approaching $61 million, while earlier integration work brought additional oracle, analytics and stablecoin infrastructure into the ecosystem. Programmable tokens add a compliance layer to that foundation rather than demonstrating immediate institutional adoption on their own.

CMTA Recognition Targets Tokenized Shares

The Swiss Capital Markets and Technology Association separately recognized the Cardano CMTA implementation as equivalent to its CMTAT framework for tokenized equity securities. The decision means qualifying issuers can use that specific Cardano smart contract when seeking certification under CMTA’s Tokenized Shares scheme, provided individual deployments satisfy requirements including on-chain references to tokenization terms and whole-share representation.

The scope is narrower than blanket approval of CIP-0113. CMTA explicitly states that the recognition applies to tokenized shares and does not currently extend to its tokenized-debt certification scheme or constitute certification of Cardano’s underlying base layer. Each security issuance still requires its own legal structure, compliance process and certification where applicable.

Cardano already has an initial live use case. On October 8, the Foundation said shares in its Veridian spinout had been issued as ledger-based securities using CIP-0113, describing them as the first asset deployed with the new standard. The rollout follows other Cardano experiments involving real-world data and asset traceability with Petrobras and broader institutional infrastructure development across the network.

CIP-0113 therefore moves Cardano’s programmable-token framework from preview infrastructure into mainnet use, but adoption remains a separate question. The next measurable indicators will be the number of issuers deploying compliant assets, wallet and DEX support, tokenized value outstanding and whether regulated financial products begin using the standard beyond the initial Veridian issuance.
